A stable URL that portals and their CDNs can cache forever. The signature is
verified, then the request is redirected to a freshly signed storage URL valid for
an hour — the short-lived credential never appears in the feed itself.
Only ready image assets are served. Compliance documents are never reachable
here, whatever the signature, because those are only served to an authenticated
user.
